简要规则描述：本项目拟对沪东雨水泵站等17座泵站进行全面的安全鉴定，安全鉴定的内容包括现场安全检测、工程复核计算及安全类别评定等部分。通过对泵站的建筑物、金属结构、机械电气等设施的全面的安全鉴定，掌握泵站的运行状况，找出泵站设施在运行中存在的问题，为后续的维修、改造提供依据，同时也为安全管理提供保障。
Brief Specification Description: This project plans to conduct a comprehensive safety assessment of 17 pumping stations, including the Hudong Rainwater Pump Station. The content of the safety assessment includes on-site safety inspections, engineering review calculations, and safety category evaluations. Through a thorough safety assessment of the pump stations' buildings, metal structures, mechanical and electrical facilities, the operational status of the pump stations can be understood, problems in the facilities during operation can be identified, providing a basis for subsequent maintenance and renovation, and also ensuring safety management.
合同履约期限：合同签订之日起至2026年10月31日内完成所有安全鉴定相关工作。
The Contract Period: Complete all safety appraisal-related work from the date of contract signing until October 31, 2026.

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：本采购项目如符合政府采购有关鼓励环保节能产品、支持中小微企业、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区等相关采购政策要求的，则执行相关政策。如投标产品的制造商（或服务提供商）为符合《政府采购促进中小企业发展管理办法》（财库〔2020〕46 号）第二条要求的中小微企业（本采购文件中所称的中小微企业的含义均与此相同），则投标人须在投标文件中提供格式符合财库〔2020〕46 号附 1 要求的《中小企业声明函（服务）》；如投标人为残疾人福利性单位，则须在投标文件中提供格式符合财库〔2017〕141 号文要求的《残疾人福利性单位声明函》，一旦中标将在中标公告中公告其声明函，接受社会监督；若提供声明函与事实不符的，将依照《中华人民共和国政府采购法》第七十七条第一款的规定追究法律责任。
(b)Qualification requirements to be met to implement government procurement policies: If this procurement project meets the relevant government procurement policy requirements that encourage environmentally friendly and energy-saving products, support small, medium, and micro enterprises, promote employment for people with disabilities, support prison and drug rehabilitation enterprises, and assist underdeveloped regions and ethnic minority areas, then the relevant policies shall be implemented. If the manufacturer (or service provider) of the bidding product is a small, medium, or micro enterprise that meets the requirements of Article 2 of the “Administrative Measures for Promoting the Development of Small and Medium Enterprises in Government Procurement” (Cai Ku [2020] No. 46) (hereinafter, the meaning of small, medium, and micro enterprises in this procurement document shall be the same), the bidder must provide a “Declaration of Small and Medium Enterprises (Services)” in the bid documents in a format that meets the requirements of Appendix 1 of Cai Ku [2020] No. 4
(c)本项目的特定资格要求：（1）须具有工程设计水利行业（城市防洪）专业乙级及以上和水利工程质量检测（岩土工程、混凝土工程、金属结构、机械电气和量测）乙级及以上资质。
（2）本项目非专门面向中小企业采购。
（3）本项目不允许转包。
(c)Specific qualification requirements for this program: (1) Must have a Class B or above qualification in engineering design for the water conservancy industry (urban flood control) and a Class B or above qualification in water conservancy project quality inspection (geotechnical engineering, concrete engineering, metal structures, mechanical and electrical, and metrology). (2) This project is not specifically for procurement targeting small and medium-sized enterprises. (3) Subcontracting is not allowed for this project.
