简要规则描述：为了客观、全面了解北蔡镇住宅小区居民对物业服务的满意度情况，及时发现并解决物业服务存在的问题，推进物业服务质价相符、优质优价，提升居民的满意度和幸福感，北蔡镇城建中心拟通过购买服务的方式,委托第三方对北蔡镇辖区内109个小区（约66906户居民）进行满意度调查
Brief Specification Description: To objectively and comprehensively understand residents' satisfaction with property services in Beicai Town, promptly identify and address existing issues, promote fair pricing based on service quality, and enhance residents' satisfaction and sense of well-being, the Urban Construction Center of Beicai Town plans to commission a third party through a service procurement approach to conduct a satisfaction survey across 109 residential communities (approximately 66,906 households) within the town.

(b)落实政府采购政策需满足的资格要求：执行《政府采购促进中小企业发展管理办法》（财库〔2020〕46号）及（财库〔2022〕19号）文件。供应商符合文件规定属于中型、小型、微型企业，且提供《中小企业声明函》的，给予小型或微型企业 10%的价格扣除，用扣除后的价格作为评标价参与评审，本项目专门面向中小企业（含中型、小型、微型企业）采购，不再给予小型或微型企业10%的价格扣除。
(b)Qualification requirements to be met to implement government procurement policies: Implement the "Measures for Promoting the Development of Small and Medium-sized Enterprises in Government Procurement" (CPC Document [2020] No. 46) and (CPC Document [2022] No. 19). If the supplier meets the requirements stipulated in the documents and is a medium-sized, small-sized, or micro-sized enterprise, and provides the "Declaration of Small and Medium-sized Enterprises", a 10% price deduction will be given to the small or micro-sized enterprise. The price after the deduction will be used as the evaluation price for the review. This project is specifically for procurement by small and medium-sized enterprises (including medium-sized, small-sized, and micro-sized enterprises), and no 10% price deduction will be given to small or micro-sized enterprises.
