Brief specification description or basic overview of the project: In order to continue to improve the quality of urban environmental sanitation, consolidate the achievements of civilized city creation, ensure that public toilet sanitation meets normal standards, all types of facilities are in perfect operation, and create a clean, orderly and comfortable public toilet environment, in accordance with government procurement and related management regulations, an open tender is now held for Zhangjiang Town town management and rural public toilet cleaning management service projects, and professional service units will be selected to undertake relevant work.
合同履约期限：本项目合同服务期限为1年，暂定起讫日期为2026年8月1日起到2027年7月31日止，具体以合同签订日期为准

(b)落实政府采购政策需满足的资格要求：2.（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时小微企业均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: 2. (1) Implement reserved allocation measures to increase the share of small and medium-sized enterprises in government procurement, along with supporting policies for SMEs: This project is exclusively designed for SME procurement, and no price discounts will be applied to micro-enterprises during evaluation. (2) Support prison-affiliated enterprises and disability welfare institutions, treating them as micro-enterprises.
(c)本项目的特定资格要求：3.1 本项目面向中小企业（含中型、小型、微型企业）采购；
3.2 未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
3.3 本项目不接受联合体形式投标。
3.4 供应商单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标。为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。
(c)Specific qualification requirements for this program: 3.1 This project is intended for procurement by small and medium-sized enterprises (including medium-sized, small, and micro-enterprises); 3.2 The supplier shall not be listed as a dishonest judgment debtor, a party involved in major tax violation cases, or have a record of serious illegal or dishonest behavior in government procurement on "Credit China" (www.creditchina.gov.cn) or the China Government Procurement Website (www.ccgp.gov.cn); 3.3 This project does not accept bids submitted by consortiums. 3.4 Suppliers with the same legal representative or those under controlling or management relationships shall not participate in bidding for the same tender section or the same tender project without separate sections. Suppliers providing comprehensive services such as overall design, standard formulation, project management, supervision, or testing for the procurement project shall not participate in other procurement activities related to the same project.
