简要规则描述：为进一步完善动迁小区（含老旧、新建）社会治安监控体系，实现动迁小区安防设施全覆盖，拟实施高行镇社区增补监控设施工程，对我镇38个小区增补监控设施509套，其中新增监控345套，模拟和老旧数字监控换新164套，主要实施内容为摄像机安装、线路施工、与城运中心信息交互等。
Brief Specification Description: To further enhance the public security surveillance system in relocation communities (including both existing and newly constructed ones) and achieve comprehensive coverage of security facilities, the Gaohang Town Community Surveillance Enhancement Project is planned. This initiative will install 509 additional surveillance units across 38 residential communities in the town, comprising 345 new cameras and 164 replacements for analog and outdated digital surveillance systems. Key implementation tasks include camera installation, wiring construction, and integration with information exchange systems at the Urban Operations Center.

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement, along with supportive policies: This project is exclusively allocated for SME procurement, and no price discounts will be applied to SME products during evaluation. (2) Support welfare institutions for persons with disabilities, treating them as micro-enterprises.
(c)本项目的特定资格要求：3）具有电子和智能化工程专业承包二级及其以上资质。
4）拟派项目经理具备机电工程专业注册建造师二级及其以上资格。
(c)Specific qualification requirements for this program: 3) Possess a Grade II or higher qualification for specialized contracting in electronic and intelligent engineering. 4) The proposed project manager must hold a Grade II or higher qualification as a registered constructor in mechanical and electrical engineering.
