简要规则描述：为推进城市安全风险综合监测预警体系建设，提升张江社区防汛积水监测预警整体水平，本项目拟通过公开采购的方式，选取一家合格的供应商为张江镇小区的机动车库、非机动车库、小区路面等103个重点点位进行积水监测预警，推动社区积水内涝治理从事后处置向事前预防转变。（具体详见第三章采购需求书）
Brief Specification Description: To advance the comprehensive monitoring and early warning system for urban safety risks and enhance the overall flood and waterlogging monitoring capabilities in Zhangjiang Community, this project proposes to select a qualified supplier through open procurement to implement waterlogging monitoring and early warning at 103 key locations, including motor vehicle parking lots, non-motor vehicle parking lots, and community road surfaces in Zhangjiang Town. This initiative aims to shift flood and waterlogging management from post-event response to proactive prevention. (For details, refer to Chapter 3: Procurement Requirements.)
合同履约期限：合同签订之日起20天内完成全部设备供货、安装、调试等并通过采购人验收合格，免费质保期不少于1年。
The Contract Period: Complete all equipment supply, installation, commissioning, etc. within 20 days from the date of contract signing and pass the purchaser's acceptance inspection. The free warranty period shall not be less than 1 year.
