简要规则描述：本项目拟选取一家合格供应商，按照相关规范对桥梁结构进行周期性检查、特殊检测和维修，具体内容包括检测农桥共68座，其中19座为特殊检测，49座为特殊检测加承载能力验算。（具体详见第三章采购需求书）
Brief Specification Description: This project intends to select a qualified supplier to conduct periodic inspections, special inspections, and maintenance of bridge structures in accordance with relevant regulations. The specific tasks include inspecting a total of 68 rural bridges, with 19 requiring special inspections and 49 requiring special inspections combined with load capacity verification. (For details, refer to Chapter 3 of the Procurement Requirements Document.)
合同履约期限：合同签订之日起至2026年9月。

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement, and during the evaluation process, small and medium-sized enterprises will not be eligible for price discounts. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（3）具备公路水运工程质量检测机构资质证书（公路工程桥梁隧道工程专项资质或公路工程甲级资质）；
（4） 项目不允许转包。
(c)Specific qualification requirements for this program: (3) Having the qualification certificate of quality inspection institution for highway and waterway engineering (special qualification for highway engineering bridge and tunnel engineering or Class A qualification for highway engineering); (4) Subcontracting is not allowed for the project.
