简要规格描述或项目基本概况介绍、用途：活动拟自2026年5月起，于周末或重大节假日期间，在“临港时刻·时光之戒”光影烟花秀开始前，开展无人机飞行表演活动，表演持续时间约15分钟(含无人机起降时间，具体视表演期间风力条件调整)，单次表演规模预计在1800至5000架次之间，具体数量将根据各场次实际需求进行灵活调整。无人机飞行表演综合服务包括飞行服务(含画面创意设计、飞行编程和作业）及所需的空域、公安等行政审批办理、飞行表演拍摄、确保飞行执行的无人机现场管理（含对外信息发布管理等）、安保管理协调、落实飞行起降场地及管理等综合协调服务。
Brief specification description or basic overview of the project: The event is proposed to launch drone flight performances starting from May 2026, on weekends or during major festivals and holidays, prior to the "Lingang Moment · Ring of Time" light and fireworks show. Each performance will last approximately 15 minutes (including drone takeoff and landing time, subject to adjustment based on wind conditions during the show). The scale of a single performance is expected to range from 1,800 to 5,000 aircraft sorties, with the specific number to be flexibly adjusted according to the actual needs of each session. The comprehensive services for the drone flight performances include flight services (including visual creative design, flight programming and operations), as well as the handling of required administrative approvals from airspace management, public security and other authorities, filming of the flight performances, on-site drone management to ensure flight implementation (including management of external information release, etc.), coordinat

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies including the mandatory government procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises for persons with disabilities, support for micro, small and medium-sized enterprises, support for prison and drug rehabilitation enterprises, assistance to underdeveloped areas and ethnic minority regions, and restrictions on the procurement of imported products.
(c)本项目的特定资格要求：1. 本项目仅面向小微企业采购；
2. 单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
3. 本次招标不接受联合体投标，不允许合同转让与分包。
(c)Specific qualification requirements for this program: 1. This project is only open to procurement by small and micro enterprises; 2. Different suppliers whose legal representatives are the same person or who have a direct holding or management relationship shall not participate in government procurement activities under the same contract; suppliers that have provided overall design, specification formulation, project management, supervision, inspection and other services for the procurement project shall not participate in other procurement activities of the same project; 3. Joint bidding is not accepted for this tender, and contract assignment and subcontracting are not allowed.
